First Lady Gayle Manchin today on behalf of Gov. Joe Manchin awarded more than $17.7 million in Small Cities Block Grants to 31 critical infrastructure projects throughout the state. Over $50 million in other federal, state, and local funds will be leveraged to complete these projects.
These projects will serve approximately 41,854 citizens, of which more than 25,080 will be low- and moderate-income persons. Over 9,000 households in these communities will receive improved or new service as a result of these investments.
Governor Manchin said, “One of the highest priorities during my administration has been to provide the necessary infrastructure to make West Virginia a safe and healthy place to live. By providing vital access to clean, adequate water and reliable sewer facilities, we can promote future economic development and improve the quality of life for our residents.”
The U. S. Department of Housing and Urban Development provides Small Cities Block Grant funds to the state. The Community Development Division of the West Virginia Development Office manages these funds.
Grant Recipients Include:
BRAXTON COUNTY
Braxton County Commission - $1,350,000 - This $3.1 million project will extend water service to the Rosedale area of Braxton County. Approximately 50 new households will benefit from this project that will eliminate compliance issues.
FAYETTE COUNTY
Meadow Bridge, Town of - $737,000 - This $937,000 project will assist with upgrades to the town’s existing wastewater treatment plant and alleviate enforcement issues. Approximately 346 households will benefit from this project.
HARRISON COUNTY
Harrison County Commission - $800,000 - This $3.5 million project will provide sanitary sewer service to the Gypsy and Hughes areas of Harrison County. Approximately 144 households will benefit. The Enlarged Hepzibah Public Service District Sewer Project will eliminate a severe health threat from raw sewage overflows during times of heavy rain.
Salem, City of - $200,000 - This grant will allow the City of Salem to complete the design for this $1.5 million water project that will benefit 714 households. This system is currently out of compliance with the Bureau of Public Health.
LEWIS COUNTY
Jane Lew, Town of - $965,000 - This $6.8 million project will assist the Jane Lew Public Service District in taking the existing treatment plant offline, and all sewage will be conveyed to the City of Weston’s treatment plant. An adequate sewage collection system will be provided to 313 new households.
LOGAN COUNTY
Logan County Commission - $1,500,000 - This $11.6 million project will assist Logan County in completing Phase III-A of their Wastewater Project that will benefit 292 households.
MARION COUNTY
Fairview, Town of- $1,300,000 - This $4.6 million project will extend water service to 130 new households in the Fairview Road and State Route 218 areas of Marion and Monongalia counties.
Rivesville, Town of - $1,000,000 - This $5 million project will provide upgrades to a 70-year-old water system that is currently experiencing over 50 percent water loss. Approximately 461 households will benefit from this project.
MASON COUNTY
Hartford, Town of - $1,500,000 - This $1.9 million project will assist the Town of Hartford in making upgrades to their wastewater collection system. Approximately 239 households will benefit from this project that will eliminate an Administrative Order issued by the Department of Environmental Protection in 2008.
MCDOWELL COUNTY
McDowell County Commission - $200,000 - This grant will allow the McDowell County Commission to complete the design for the Coalwood Sewer Project. This $4.8 million project will benefit 238 households that are currently dealing with raw sewage discharge in their yards.
Welch, City of - $1,330,000 - This $1.3 million grant will assist the City of Welch in completing the Woodmont Sewer Project. Approximately 1,003 households will benefit from this project that will eliminate a consent order situation.
MERCER COUNTY
Oakvale, Town of - $800,000 - This $5.4 million project will provide water service to 384 additional households along U.S. Route 460 and Old Route 460. Residents currently rely on wells that show high coliform contamination.
MINERAL COUNTY
Piedmont, City of - $50,000 - This grant will assist the City of Piedmont in completing the design for their $595,000 Water Improvement Project. Approximately 315 households will benefit as a result.
MINGO COUNTY
Delbarton, Town of - $1,300,000 - This $9.5 million project will assist the Town of Delbarton in completing their Wastewater Collection and Treatment Replacement Project. Approximately 397 households, of which 76 are new customers, will benefit from this project that will eliminate health issues.
Matewan, Town of - $500,000 - This $1.9 million project will extend water service to approximately 121 additional households in the Thacker Branch area of Mingo County.
MONROE COUNTY
Monroe County Commission - $1,070,000 - This $2.9 million project will extend public water service along Wikel Road and into the community of Greenville, whose wells and cisterns currently contain high levels of iron and magnesium. Approximately 276 households will benefit from this water project.
MORGAN COUNTY
Paw Paw, Town of - $1,300,000 - This $1.8 million project will assist the Town of Paw Paw in making sewer improvements to their current system that has received notice of violations from the Department of Environmental Protection. Approximately 175 households will benefit from this project.
NICHOLAS COUNTY
Nicholas County Commission - $1,100,000 - This $3.3 million project will extend water service to households along Route 39 and into the Gilboa area of the county. Approximately 230 households will benefit from an adequate water source.
PENDLETON COUNTY
Franklin, Town of - $200,000 - This grant will assist the Town of Franklin in completing the design for their $3.4 million sewer project to meet the Chesapeake Bay requirements. Approximately 455 households will benefit from this project.
RANDOLPH COUNTY
Randolph County Commission - $1,300,000 - This $4.9 million project will extend sewer service to the Norton and Coalton communities of Randolph County. Approximately 235 additional households will now have service.
RITCHIE COUNTY
Pennsboro, City of - $1,105,182 - This $2 million project will assist the City of Pennsboro in completing Phase 2 of their Wastewater Treatment Plant and System Improvements Project. Approximately 485 households will benefit from this project that will also eliminate health issues.
Ritchie County Commission - $1,265,000 - This $1.4 million project will extend water service to the Pleasant Hill Public Service District and Beatrice areas of Ritchie County. Approximately 45 additional households will benefit from an adequate water service.
SUMMERS COUNTY
Hinton, City of - $1,500,000 - This $4 million project will extend sewer service to the Brooks and Barksdale areas of Summers County. Approximately 82 additional households will benefit from this project.
TUCKER COUNTY
Parsons, City of - $150,000 - This grant will allow the City of Parsons to complete the design for their $1.5 million Moore and Porterwood Water Project. Approximately 791 households who are currently experiencing 62 percent water loss will benefit.
UPSHUR COUNTY
Upshur County Commission - $200,000 - This grant will assist the Upshur County Commission in completing the design on the $5.5 million Adrian Public Service District Water Extension Project to eliminate compliance issues. Approximately 123 households will benefit.
WAYNE COUNTY
Wayne County Commission - $1,500,000 - This $6.7 million project will assist Wayne County in extending water service to approximately 343 additional households.
WEBSTER COUNTY
Camden-on-Gauley, Town of - $200,000 - This grant will assist the Town of Camden-on-Gauley in completing the design on their $2.4 million Water System Improvement Project. Approximately 184 households will benefit from this project.
WETZEL COUNTY
Pine Grove, Town of - $1,035,000 - this $2 million project will replace the existing wastewater treatment plant that is an ineffective vacuum system. A total of 421 households will be served.
Wetzel County Commission - $200,000 - This grant will assist the Wetzel County Commission in completing the design on their $3.6 million project to extend water to 94 households and eliminate a documented health situation.
WIRT COUNTY
Wirt County Commission - $1,300,000 - This $2.2 million project will assist the Wirt County Commission in completing the Claywood Park Public Service District Newark Sewer Project. Approximately 187 households in the Spring Valley area will benefit from this new treatment and collection system.
WOOD COUNTY
Wood County Commission - $830,000 - This $4.3 million project will extend water service to 300 additional households. Residents currently rely on unsafe and failing septic systems.
