 Governor Appoints Three to the WV Council for Education Opportunity for Military Children

Gov. Earl Ray Tomblin today announced the appointment of three individuals to the West Virginia Council for Educational Opportunity for Military Children, in accordance with House Bill 2250 which was passed during the 2011 Regular Legislative Session. The bill enabled West Virginia to enter into the Interstate Compact on Educational Opportunities for Military Children. This goal of this compact is to remove barriers to educational success imposed on children of military families because of frequent moves and deployment of their parents.

Gov. Tomblin appointed the following three individuals to the six member council:

  • Manny Arvon, Superintendent of Berkeley County Schools, to serve as a superintendent of a county board in the state which has a high concentration of military children.
  • Joe Thorton, Cabinet Secretary of the West Virginia Department of Military Affairs and Public Safety, to serve as a representative of the executive branch of government.
  • James Hoyer, Adjutant General of the West Virginia National Guard, to serve as the representative of a military installation in West Virginia as well as the Compact Commissioner of the Council.

"West Virginia has a rich history and present day dedication to state and country," Gov. Tomblin said. "We currently have more than seven-thousand children living in our great state with ties to the military. I trust these three appointees will work to make sure these children receive the best education possible as they navigate the unexpected that is often associated with their parents' military obligations."

Arvon, Thorton, and Hoyer will join West Virginia Superintendent of Schools Jorea Marple, a representative from the State Senate and a representative from the House of Delegates on the council.
