CHARLESTON, W.Va. -Gov. Earl Ray Tomblin today issued a proclamation ordering all State flags displayed at State facilities be lowered to half-staff from dawn to dusk on June 11, 2011, the day of services for House of Delegates Member Larry Border, of Parkersburg, W.Va. Border passed away unexpectedly earlier this week.
Delegate Larry Border was first elected to the West Virginia House of Delegates in 1990 to represent the citizens of Wood and Wirt counties. During his more than 20 year legislative career, Border became the Minority Whip, served as Minority Chair of the Health and Human Resources Committee and was a member on several committees including Finance, Rules, and Agriculture committees among others.
In the private sector, Border was a pharmacist who served the Parkersburg area for more than 35 years. Active in both his faith and community, Border was a well-known gospel singer with the Friends of Gospel Quartet. Border served on many organizations in his community including being a member of the West Virginia Pharmacist Association, the Wood County Planning Commission, the Wood County Republican Committee as well as a charter member and former president of the Eastwood Lions Club.
Border is survived by his wife, Anna Lois Adams Border; his children Heather Border Mullens; Rebecca Border Dimit; and Christopher Border; his parents Willis and Helen Border; as well as his grandchildren and extended family.
Services will be held at 2:30 p.m. Saturday, June 11, 2011 at Vienna Baptist Church in Vienna, West Virginia.
