The West Virginia Department of Environmental Protection’s Clean Water State Revolving Fund recently provided financial assistance to Hancock County Public Service District to construct wastewater collection lines in the northern part of the county.
In Hancock County, the Hancock County PSD closed on a $4.5 million loan from the state’s fund. The loan carries a 0 percent interest rate and will be repaid over a 27-year period.
The total project cost is more than $18 million, and additional funding has been provided by a Special Appropriations Grant from the US EPA in the amount of $4.8 million, an Infrastructure and Jobs Development Council (IJDC) grant of $1.4 million, an IJDC loan of $5.4 million, a Hancock County EDA Grant of $1.5 million, and a $192,000 grant from the Hancock County Commission for tap fees.
The wastewater collection lines will be constructed along Route 8 and are expected to serve nearly 680 residential customers. The project also includes the construction of a sewage treatment plant in the Deep Gut Run area of northern Hancock County.
“Governor Manchin frequently talks about the importance of providing basic infrastructure needs such as water and sewer services to the people across this state,” said Randy Huffman, DEP Cabinet Secretary. “The staff in the Clean Water State Revolving Fund work very closely with these communities to make projects like this one a reality.”
Presently, Hancock County PSD operates four existing sewage collection systems, and one wastewater treatment plant. The project is expected to be completed in December 2009. The contractors for the project include Lone Pine Construction, Inc., from Bentleyville, PA; James White Construction Co., from Weirton, W.Va.; and Glenn Johnston, Inc., from McKeesport, PA.
The Clean Water State Revolving Fund is a funding program that addresses water quality problems through wastewater facility construction, upgrades or expansions.
