CHARLESTON, W.Va. - Gov. Joe Manchin today announced that Otis Cox has been named the director of the West Virginia Division of Personnel effective Feb. 19.
Cox has an extensive background in public service, having served as cabinet secretary of the West Virginia Department of Military Affairs and Public Safety from 1997 to 2001. Prior to this appointment, he worked for the Federal Bureau of Investigation as a special agent as well as for the Westinghouse Electric Corp. and as a high school instructor and college professor.
"Otis has distinguished himself in the area of human resources and has demonstrated great leadership throughout the years in state government," Manchin said. "We welcome him to our administration and know he will assist us in our mission to provide a safe and productive work force. He will lead our efforts to enhance our personnel operations so we may better serve all West Virginians.â"
Cox is active in community and professional activities, including work with the Boy Scouts of America, Boys and Girls Club of America, the West Virginia Judicial System Council, the Governor's Cabinet on Children and Families and the West Virginia Science and Technology Council.
Cox received a bachelor's degree in industrial engineering from Savannah State University and a master's degree in public administration from Suffolk University. He also completed studies at the National Academy of the Federal Bureau of Investigation.
Cox replaces Billie Jo Streyle-Anderson who resigned Aug. 3, 2007 to return to private law practice.
