
Governor Appoints Michele Duncan Bishop As Chief Administrative Law Judge For Office Of Tax Appeals

CHARLESTON, W.Va. – Gov. Joe Manchin today appointed Michele Duncan Bishop to serve as the chief administrative law judge for the West Virginia Office of Tax Appeals. The appointment is effective Jan. 1, 2009.
Bishop previously served as general counsel and deputy general counsel for the Secretary of the West Virginia Department of Revenue. She fills a seat left vacant by the expired term of Judge R. Michael Reed. This is a four-year appointment.
“Judge Bishop has proven her financial knowledge and skill in working with the Department of Revenue the last several years,” Manchin said. “I have no doubt she will use that skill to fairly decide tax disputes that come before her bench.”
Bishop received a bachelor’s degree in economics from Marshall University and her law degree from West Virginia University. The Boone County native also worked for two years as law clerk for U.S. District Judge John T. Copenhaver Jr.
The West Virginia Office of Tax Appeals hears and decides primarily state tax disputes that are not resolved informally before the State Tax Commissioner’s Office. OTA is completely separate from and totally independent of the State Tax Commissioner’s Office, and is a court-like tribunal that is housed within the West Virginia Department of Revenue.
