CHARLESTON, W.Va. - Gov. Joe Manchin today issued a proclamation, in accordance with a presidential proclamation, ordering U.S. and state flags at all state facilities to be displayed at half-staff Friday, Sept. 11 to honor the victims of the Sept. 11, 2001, terrorist attacks on America.
Friday’s Patriot Day national observance will also include a moment of silence beginning at 8:46 a.m. eastern daylight time to honor the victims of the 9/11 attacks.
The governor has also ordered all State flags displayed at all State facilities be displayed at half-staff the entire day of Saturday, Sept, 12, to commemorate the distinguished life and service of Glen B. Gainer Jr., West Virginia’s 18th state auditor, who served four consecutive terms from 1977 to 1993.
