CHARLESTON, W.Va. - Gov. Joe Manchin has ordered all U.S. and state flags displayed at state facilities lowered to half-staff the entire day of Monday, August 9, in commemoration of the distinguished life and service of Pfc. David Michael Smith.
Smith, 26, of El Cajon, Calif., passed away on July 25, 2010, of injuries sustained after being struck by a motor vehicle in El Cajon. He attended Fayetteville High School in Oak Hill, W.Va.
Pfc. Smith began his military career by enlisting in the United States Army Reserves as a member of the 820th Signal Company Army Reserve, Midland, Texas.
Prior to his death, Smith had been awarded the Army Achievement Medal, the National Defense Service Ribbon, the Global War on Terrorism Service Ribbon and the Army Service Ribbon for his military service.
