CHARLESTON, W.V.—West Virginia State Tax Commissioner Christopher G. Morris announced today Ms. Helen Phillips, Assessor of Upshur County, has been selected as the 2008 recipient of the Ralph C. Boyles Memorial Achievement Award for County Assessors.
Jeff Amburgey, Director of the State Tax Department’s Property Tax Division, presented the award to Ms. Phillips at the Annual In-Service Training Session for County Assessors recently held at the Mountaineer Race Track and Gaming Resort in Chester, West Virginia.
A committee composed of the President of the West Virginia Assessors Association, a representative from the office of the West Virginia State Auditor, and State Tax Department members selected Ms. Phillips for the award.
The award is given annually to the assessor who best demonstrates excellence and professionalism in property tax administration. Some of the criteria considered in the selection process are compliance with property tax laws, efficient office management, and effective communications with property owners and various governmental agencies.
